Sacramento Superior Court Judge Lloyd Connelly released his decision Tuesday. The 54 page written ruling validates the 2003 Quantification Settlement Agreement and rejects all of the remaining legal challenges to the landmark accord. The validation basically says the QSA was a legal agreement. The QSA, among other things, allows for the largest water transfer in the nation. It allows for 180,000 acre-feet of water to go to San Diego this year from Imperial County, and ramps up over the life of the agreement. The Imperial Irrigation District had gone into settlement negotiations with the County and entered into mediation talks with others, all part of what is called the Coordinated Cases filed against the validation process. It is being reported the IID does not plan to stop that process. Officials are saying the court decision this week does not fix the problems created at the Salton Sea as a result of less water flowing into the Salton Sea because of transfers allowed by the QSA. The IID Board has not commented on the court decision.
