Francisco Leon Ramirez was arrested by Drug Enforcement Administration agents at the Highway 86 Border Patrol Checkpoint. He was booked into County Jail, charged with suspicion of manufacturing, distributing, dispensing or possessing a controlled or counterfeit substance. He was being held without bail.
